Each of these begins with a question an organization is asked — by a customer, a board, a finance team, an auditor or a regulator — and frequently cannot answer from its own systems without a week of manual work.

These are the outcomes Kerah designs towards. Scope, sequence and priority are established in discovery against the organization's actual constraints — none of them is a product to be switched on.

Solution

Operations on one system of record

What is in progress right now, who owns it, and what state is it in?

Work is tracked in a spreadsheet, an inbox and whichever tool each team adopted first. Assembling a current view takes a day of chasing and is out of date before it is circulated, so load is discovered only once something is already late.

What the system does

  • One register of work with a defined state model, an owner and a history on every item
  • Approval gates that record who approved what, when, and on what evidence
  • Team, site, category and period views built from one dataset rather than reconciled between several
  • Reporting drawn from the records people already work in, rather than assembled as a separate exercise

Assigning work, approving an exception and closing an item remain decisions a person with the relevant authority makes and signs.

Programmes, projects and phases held in the same structure as budget, commitment and spend, so a portfolio position across countries and partners is a query rather than a circulated spreadsheet.
The record is written as each step happens, not compiled once the work is over. That is why the evidence trail is drawn as a spine running under the whole flow rather than as a box at the end of it.

Decisions that can still be explained

Why was this decided, by whom, and against which version of the policy?

Requests arrive through several channels, are assessed against rules that live in people's heads, and produce decisions nobody can reconstruct once the person who made them has moved on. The reasoning is asked for a year later, when only the outcome has survived.

What the system does

  • One intake regardless of channel, with duplicate detection across records
  • Decision rules held as versioned policy rather than as code nobody can read
  • Recommendations that show the evidence behind them, including what is missing

A named decision-maker decides. Where a system contributed, the person affected is told, and has a route to review by someone who did not make the original decision.

An assistance decision, the case officer who made it, the eligibility policy version in force and the evidence it rested on are preserved together.
Government and public-sector bodies
An entitlement refused today can be reconstructed years later for an appeal, an ombudsman or a disclosure request — from the record, rather than from memory.

Budget, commitment and spend, traced

What have we committed, what has actually been spent, and against which budget line?

A budget is approved in one system, committed in an email, invoiced in another and paid in a third. The position at any given moment is assembled by hand, usually under year-end or audit pressure, and rarely agrees with the finance system on the first attempt.

What the system does

  • A condition recorded when money is committed, carried through approval, invoice and payment
  • Allocation, commitment and spend traceable in both directions
  • Evidence attached to the transaction rather than filed separately
  • Reporting generated from the same records the finance team uses, so it reconciles rather than competes

Stays with a person

Approving a commitment, releasing a payment and reallocating a budget are authorised financial decisions. The system enforces the limit and records the exception; it does not grant it.

A restriction on purpose, geography or donor intent, recorded at the point of receipt and carried through allocation, commitment and disbursement, so a donor or regulator report is a query rather than a reconstruction.

Self-service for the people you serve

Can a customer, member or citizen complete this themselves, correctly, without calling us?

The online form emails a document into a shared inbox, so staff re-key it and the applicant has no way to see what happened next. Every status question becomes a phone call, and the call is answered from a different record than the one the applicant filled in.

What the system does

  • Account, submission, document exchange and notification against the systems the organization already runs
  • Validation at the point of entry, so a correction happens before the queue rather than after it
  • Status visible to the applicant, drawn from the same record the staff work in
  • Arabic and English designed bidirectionally, with accessibility tested rather than asserted
  • Defined behaviour on a poor connection, an old device and a partially completed submission

What the portal may settle on its own and what it must route to a person is defined explicitly, and that boundary is visible to the applicant rather than inferred from a delay.

Field work that produces its own evidence

Can we prove this was done, where it was done, and by whom?

Field and site teams work where connectivity is poor. Evidence arrives as photographs in messaging apps and figures typed into a form weeks later, with no reliable link to the job, asset or project it belongs to.

What the system does

  • Offline-first mobile capture that syncs when a connection returns
  • Location and time recorded with the evidence, not asserted afterwards
  • Inspection, installation, maintenance and verification workflows tied to the job or asset record
  • Complaints and incident reports routed to a responsible person, not to a shared inbox

Accepting evidence as sufficient, and acting on a report, remain human judgements. The system preserves what was captured and when.

Humanitarian and relief programmes
Distribution and verification where connectivity, addressing and identity infrastructure are unreliable, and where the evidence has to hold months later, in another country, in front of someone who was not there.

Supplier, partner and counterparty assurance

Is this supplier still eligible, still performing and still within its agreement?

Due diligence happens at onboarding and then decays. Screening results, agreements, reports and incidents sit in different places, so a risk signal in one is invisible to the person reading another.

How much of this reading, sorting and re-keying could a system prepare, and where must a person still look?

Staff spend hours pulling the same fields out of the same document types, and answering questions whose answer already sits in a document nobody can search. A pilot demonstrates well and then stalls, because there is no agreed answer to what happens when the model is wrong.

What the system does

  • Extraction and classification with validation and duplicate handling
  • Retrieval that returns its sources, so an answer can be checked rather than trusted
  • Assistants scoped to one task and one permitted data set

Assets, and the obligations attached to them

What do we own, what condition is it in, what does it return, and what does it owe?

Property, fleet, equipment and facilities are recorded once at acquisition. Condition, revenue, cost and obligation then live in separate systems, so nobody can state the position of the portfolio as a whole without a month of work.

Valuation, disposal and change of designated purpose are authorised decisions taken by the responsible body.

Endowments and asset-holding institutions
A designated purpose that is legally bound to an asset travels with it for the whole of its life, and a change of designation is an authorised act with an evidence trail.

Every one of these keeps a person in authority.

None of these solutions decides anything. They assemble evidence, enforce a rule, preserve a trail and put the right case in front of the right person — which is what makes them approvable anywhere an unexplainable decision becomes a finding.
